Review of the submitted materials is carried out in accordance with the procedure established by the editorial board. The editorial board of the journal reserves the right to select articles for publication.
Manuscripts of articles (hereinafter, "manuscripts") submitted to the editorial office are sent for review to specialists with an academic degree in the profile of the sent material. The review is carried out anonymously and confidentially: the text of the manuscript is sent to the reviewer in the form of a copy with closed data on the author.
Reviewers are notified that the manuscript sent by them is the private property of authors who have a set of copyrights, including exclusive ones, in relation to these materials and are classified as non-public information. Reviewers are notified that the manuscript is the intellectual property of the authors and refers to information that is not subject to disclosure.
The text of the review is sent to the author of the reviewed manuscript in the form of a copy with closed data on the reviewer.
The reviewer assesses the correspondence of the content of the manuscript to the scientific profile of the journal, its relevance, novelty, theoretical and/or practical significance, the presence of conclusions and recommendations, compliance with established design rules.
The terms of review of the manuscript are determined by the chief editor of the journal or an authorized member of the editorial board, taking into account the condition of the most prompt response to the author of the publication and are not more than 30 days from the date of their receipt to the editorial board.
A manuscript accepted for publication, but in need of revision, is sent by the editorial board to the author with appropriate comments from the reviewer and/or an authorized member of the editorial board. The author undertakes to make all necessary corrections to the final version of the manuscript and submit it to the editorial office on electronic and hard copy, together with the initial version with a cover letter and explanations for the reviewer addressed to the authorized member of the editorial board. After revision, the article is reviewed again, and the editors decide on the possibility of publication. Articles sent to the authors for correction should be returned to the editorial office within 30 days from the date of receipt of comments by the author, unless otherwise determined by the editorial board in the cover letter. If the article is returned at a later date, the date of its publication may be changed.
Upon receipt of a positive review, the editorial board informs the author about the acceptance of the manuscript for publication with an indication of its timing.
Authors who are denied publication of the article are sent a motivated refusal.
The editors do not keep manuscripts that are not accepted for publication. Manuscripts accepted for publication are not returned. Manuscripts that receive negative feedback from the reviewer are not published and are also not returned.
Reviews of manuscripts accepted for publication are kept in the editorial office of the journal for three years from the date of publication and are submitted at the request of the Ministry of Education and Science of the Russian Federation, as well as the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation.
